The series follows Moon-ju, portrayed by acclaimed actress Jun Ji-hyun, who plays a trusted Korean ambassador to the United States. The plot centers around her investigation into a mysterious assassination, during which she teams up with San-ho, a former ace mercenary played by Gang Dong-won. San-ho is described as a figure shrouded in secrecy, adding an element of mystery to the partnership between the two main characters.

'Tempest' boasts an impressive creative team that represents some of South Korea's most talented professionals in the entertainment industry. The screenplay is written by renowned screenwriter Jeong Seo-kyeong, who has built a reputation through her successful collaborations with acclaimed director Park Chan-wook.
