UK Government Launches $5.2 Billion Construction Professional Services Framework for 2026-2030

The Crown Commercial Service (CCS) has opened applications for its massive new Construction Professional Services 2 framework, worth an estimated $5.2 billion over four years from 2026 to 2030. The application deadline is set for 3 p.m. on October 20, 2025, and successful teams will provide technical advisory services to public sector organizations across the United Kingdom and internationally.
This new framework will replace the existing Construction Professional Services agreement and significantly expand access to specialist expertise for the complete lifecycle of construction projects. Public sector clients including central government departments, local authorities, health trusts, emergency services, educational institutions, housing organizations, charities, nuclear sector entities, and international clients will all benefit from this comprehensive service offering.
The framework is strategically organized into 11 distinct categories to address varying public sector needs. These include general infrastructure and built environment services, architectural services, project management, commercial management, defense projects, international work, nuclear facilities, and several specialized areas covering flood risk management and asset management. Each category is designed to provide clients with access to qualified and thoroughly vetted suppliers who have demonstrated both technical expertise and financial stability.
Established in 2014 and headquartered in Liverpool, the Crown Commercial Service operates as an executive agency and trading fund under the UK Cabinet Office. The organization's primary responsibility involves managing procurement processes to maximize value for central government and the broader public sector. This latest framework builds upon and expands the existing Construction Professional Services framework, which currently includes 26 suppliers such as major firms like Aecom, Pick Everard, and Gaunt Francis Architects.
The comprehensive service offerings under this framework encompass architectural and design services, project and commercial management, engineering consultancy, environmental and sustainability advisory services, and specialized flood risk and asset management. Procurement procedures will utilize either direct awards or mini-competitions, ensuring full compliance with the Procurement Act 2023 and alignment with The Construction Playbook guidelines.
The evaluation process for potential suppliers follows a structured approach, with 70 percent of the assessment based on quality factors and 30 percent on pricing considerations. Assessment criteria will thoroughly examine project delivery capacity, innovative use of technology, social value contributions, and demonstrated specialist expertise across relevant fields.
The framework maintains an open-door policy, welcoming an unlimited number of suppliers including small and medium enterprises (SMEs) and voluntary, community, and social enterprises. However, the agreement does impose a 1 percent fee on all supplier charges invoiced under call-off contracts. The framework also includes provisions for potential contract extensions and partial awards if challenges arise concerning specific categories, ensuring flexibility and continuity of services throughout the four-year period.
